Personally, I was playing with a DS4 that was all set up and plugged in prior to starting the game and had zero issues. HOWEVER, you may have plugged in your DS4 after the game had already launched, which may be the problem. (Though it couldn't hurt to have it installed as well, DS4Tool is a handy thing to have). I've had it installed for weeks for other games I play on steam and the results are the same.
